Hong Kong Consumption Voucher Scheme 2022 - Phase II

The second phase of the HKD 5,000 consumption vouchers will be distributed starting in August 2022. The scheme will be also expanded to include non-permanent Hong Kong residents, who are aged 18 or above before 13 June 2022 and hold valid Hong Kong Identity Card under one of the following criteria:

 

  • One Way Permit
  • Permission to remain in Hong Kong as a dependant sponsored by a Hong Kong permanent resident
  • Permission to remain in Hong Kong (such as for working, doing business and studying)

 

Still, applicants with valid Hong Kong Identity Card may be ineligible for the Consumption Voucher Program if they fell under certain criteria, including:

  • Valid permission to remain in Hong Kong as visitors
  • Being employed as a contract worker from outside Hong Kong under the importation of labour scheme
  • Being as a consulate member
  • Being employed as a domestic helper outside Hong Kong

 

Moreover, registrants who were not in Hong Kong for two consecutive years other than studying or working between 18 June 2019 and 12 June 2022, or people who had permanently departed from Hong Kong or planning to emigrate would be ineligible for consumption vouchers. The Government will review the evidence or information (e.g. whether the person had applied to withdraw his/her MPF due to permanent departure) to determine whether the individual has intention to return to Hong Kong in the foreseeable future.

Eligible Hong Kong residents who are not existing registrants (i.e. people who received the consumption vouchers under the first phase of 2022 Consumption Voucher Scheme) may register through the website of 2022 Consumption Voucher Scheme or visiting one of the temporary services centre between 23 June and 23 July 2022. Once they have registered the Consumption Voucher Scheme successfully, they will receive HKD 5,000 consumption vouchers through their preferred stored value facilities (Octopus, AlipayHK, Tap & Go, WeChat Pay HK, BoC Pay or PayMe from HSBC) starting in August.
